Dispensaries in Newburgh, NY: Eleven Licensed Shops, From Broadway to Route 300

Newburgh has more licensed dispensaries than any other mid-Hudson city, split between the downtown grid and the commercial roads outside it. Here is where they are and what to see around them.

Dispensaries in Newburgh, NY are easier to find than almost anywhere else in the mid-Hudson. The state register lists eleven operating licensed shops with a Newburgh address as of 2026, more than Kingston and Poughkeepsie combined. Adults 21+ will find three of them in the city's historic grid and the rest along the commercial roads outside it, and the city itself, home to Washington's last long headquarters and the final park Olmsted and Vaux designed together, is the reason to stay after the stop.

Downtown: Broadway and Lake Street

The in-town shops sit on Newburgh's working streets rather than in strip malls:

  • The Haze, 364 Broadway, open since early 2026, on the city's main east-west avenue.
  • A second licensed shop farther up Broadway at number 496.
  • White Atmoss, 200 Lake Street, one of the earliest licensed shops in the city, open since 2024.

Downtown is the version to pick when the day also includes Liberty Street and the waterfront, because everything is a short drive or a long walk apart.

Route 300, Route 17K, South Plank Road and 9W

Most of Newburgh's licensed shops line the commercial roads outside the downtown grid, which is useful for anyone coming off I-84 or the Thruway:

  • Route 300: Green Leaf at 1400 Route 300 and Newburgh Kush Factory at 1255 Route 300. Kush Factory holds a microbusiness license, the New York category that lets a small operator grow, process and sell its own product.
  • Route 17K: The Flowery at 142 Route 17K and Happy Tree at 99 Route 17K.
  • South Plank Road: Canna Planet Newburgh at 217 South Plank Road, Cannabis Huts at 165, and Elevated Dreams at 190, which opened in summer 2026.
  • Route 9W: Zootiez at 5440 Route 9W, north of the city toward Marlboro.

The cluster on South Plank Road is the densest stretch, three licensed shops on the same short stretch. One curiosity on the map: New Windsor, Newburgh's southern neighbor and the town that holds Storm King Art Center's mailing address, opted out of both dispensaries and consumption sites in 2021. Nothing licensed operates there, so the Newburgh shops are the last stop heading south.

Before the visit

  • Verify first. Verify licensed status via the OCM QR code at cannabis.ny.gov. A license check takes seconds and rules out the unlicensed storefronts that look the same from the sidewalk.
  • ID. Adults 21+ with a valid government photo ID: any US driver's license, a passport from any country, or US military ID.
  • Limits. Up to three ounces of flower and 24 grams of concentrate in possession. Edibles are capped at 10 mg of THC per serving and 100 mg per package; start low, go slow.
  • Tax. A 13 percent retail cannabis tax applies, 9 percent state and 4 percent local.
  • Hours. Hours vary widely by shop and season, and posted listings fall out of date. Check the shop's own site the day you go.

Washington's Headquarters

George Washington ran the Continental Army from the Hasbrouck family's fieldstone farmhouse on the Newburgh bluff from April 1782 to August 1783, the longest he stayed at any headquarters during the Revolution. New York State bought the house and opened it on July 4, 1850, which makes it the first publicly owned and operated historic site in the country.

The farmhouse itself is closed for restoration and guided house tours are suspended, but the museum building and the grounds above the river stay open. Through October 21, 2026, hours run Wednesday through Saturday 11 AM to 5 PM and Sunday 1 PM to 5 PM; after that the site shifts to winter hours, Friday and Saturday 11 AM to 3 PM, until mid-April. Adult admission is $7, and the grounds are free. The address is 84 Liberty Street.

Downing Park

Frederick Law Olmsted and Calvert Vaux designed Downing Park for free, on the condition that it be named for their mentor, the Newburgh landscape designer Andrew Jackson Downing. Submitted to the city in 1889 and opened in 1897, it was the last collaboration between the two men who made Central Park. The pond, the long lawns and the high ground with river views are all still there, a short drive from the Broadway shops.

It is a city park, and New York state law prohibits cannabis consumption on state-owned land and in public spaces. The same goes for the Washington's Headquarters grounds, which are a State Historic Site. Purchases stay sealed. Cannabis cannot be consumed in a motor vehicle, even parked, and driving impaired is illegal.

Getting there from Beacon

The Newburgh-Beacon Bridge on I-84 is the crossing. The commuter ferry between the two cities has not run since January 2025, when ice damaged the Beacon dock, and the MTA made the closure permanent later that year. A shuttle bus replaced it, and the state made that bus free to ride through 2026. Visitors staying in Beacon can count Newburgh as the other half of the same weekend.
